Role Profile INTERNAL TO NORTH AYRSHIRE COUNCIL EMPLOYEES ONLY INTERVIEW DATE WILL BE 27TH OCTOBER 2017 ROLE DEFINITION To undertake day to day management of the Resourcing Team, ensuring the accurate and timeous recruitment of employees and to contribute to the overall strategy providing innovative interventions that support transformational change throughout the Council.

KEY TASKS AND RESPONSIBILITIES Corporate Responsibilities * To manage/deliver the Service in accordance with the Council’s corporate policies and procedures and relevant strategy provision. * To manage/deliver the service outcomes, in the most efficient and effective way, that delivers the Council’s Strategic Priorities within the Council Plan and contributes to the production of Directorate Plans. * To manage and monitor Capital and Revenue budgets as assigned and contribute to budget development. * To lead, or contribute to, the preparation of cross-service business development plans, as required. * To ensure the effective management and leadership of employees, where appropriate. * To prepare and co-ordinate reports for the Council, its Committees or working parties and to attend these meetings as required. * To undertake any other reasonably required duties as instructed by Management or someone acting on their behalf, in addition to the role specific tasks & responsibilities detailed below. Role Specific Tasks & Responsibilities * Lead, manage and support the Resourcing team, ensuring day to day workload is planned, managed and delivered within timescales to achieve desired outcomes. * Manage the application of changes to terms and conditions, working practices and policies and procedures to ensure the accurate and timeous recruitment of employees in an efficient and economic manner. * Liaise with both Internal and External Auditors and ensure the implementation of Audit Action Plans. * To lead and manage the accurate and timeous maintenance of the recruitment portal in accordance with the Council's recruitment and selection processes and procedures. * To ensure that written processes and procedures are in place, provide guidance and support to staff within Resourcing and service users. * Lead and support ICT Security and Information Management procedures to ensure compliance and monitor to ensure correct documentation (eg. sharing protocols, 3rd party agreements etc.) are in place and current. * Lead on continuous improvement to ensure performance is monitored and benchmarking is researched and implemented, producing performance indicators around main processes. * Undertake and, where appropriate, manage project work, in particular transformation of service delivery. * Management, supervision and coaching of employees undertaking PPD's of direct reports. * Liaise with other business units as appropriate to ensure an integrated approach in the delivery of the service. * Promote the service throughout the Council and where appropriate, to external agencies and bodies. * Maintain a current awareness of best practice in Recruitment and Resourcing and take responsibility for own continuous professional development. * Support and promote a Customer Focus approach within Employment Services and to the wider organisation. * Assist in the maintenance of the Information Asset Register. * Actively participate as the Council’s representative on Cosla Technical Group. * Support the Head of People and Transformation in relation to Chief Officer recruitment. * Lead on Working Together Agreements with services for all Employment Services activities, working with the Lead Adviser (Payroll) and Employment Services Manager. * Support the Employment Services Manager to develop and implement plans that support transformational change across Employment Services. * Responsible officer for administration of the council’s establishment control including all required licences, certificates and checks. * Supporting recruitment and retention through ad
